If you do not have the new joiner's P45 details you must fill in the P46 details immediately. Without filling in either the P45 or the P46 details your RTI FPS e-filing will be rejected.

Later on you must amend the P46 details to P45 details when the new joiner is able to give you the P45. Amending the details is not difficult
